Tim is based off an earlier character called "Gay Boy" The hair was supposed to be shaped like a phallus and he would have an awesome super hero costume with big gloves and an awesome hood! After the change into a little boy he now wears his hood down and doesn't wear gloves. He still has a "G" on his chest and he also has that costume. The costume is there to keep his gelatanous body composition in place and since he doesn't wear his hood much the neck now extends. So yeah, his hair does look like a dildo.
